Decree 1005/2024 was published in the Official Gazette on November 11, 2024, modifying Decree 1187/1993 on the legal framework of the postal regime, and repealing Decree 151/74 and related resolutions.

Decree 1005/2024 establishes the free supply and demand of equipment, means of transport, and premises required for the postal activity. These are only regulated by the general rules that apply in each case.
 

The Decree introduces these modifications to Decree 1187/1993:

  • Registration of individuals and legal entities who wish to carry out postal transport, distribution, and delivery activities before the Argentine Communications Agency (ENACOM) will be simple, electronic, free, and declarative.
  • Applicants must submit an affidavit confirming acceptance and compliance with the requirements and conditions established in the current regulations.
  • Cargo carriers who are already registered following the applicable transport regulations do not need to register again.
  • The registration process does not require in-person formalities. Registration must be done once, at the start of the activity.
  • Postal operators may automatically start their activities five days from the date of their registration.


Finally, the Decree establishes that ENACOM will issue the necessary technical, operational, and clarifying rules to implement it.
