News on Digital Signature Regulation
The new Decree seeks to modernize and optimize processes related to the issuance, renewal, and revocation of digital certificates.

The Digital Signature Law 25506 and its amendments and regulations are the legal basis for the use of electronic and digital signatures in Argentina. Their objective is to ensure the legal validity of electronic documents and promote administrative modernization through technology.
The new Decree 743/2024, issued on August 19, 2024, modifies two articles of the Annex to Decree 182/2019, which regulates the Digital Signature Law:
- Article 21, paragraph 2: the identity of applicants or subscribers of digital certificates can be verified through biometric authentication, both in person and remotely. For remote authentication, the licensed certifier will use real-time identity validation services that compare the data with that in the Argentine Registry of Persons.
- Article 27: this article eliminates the requirement of appearing in person before the licensed certifier or its registration authorities[1] to obtain the issuance, renewal, or revocation of the digital certificate. The measure aims to facilitate procedures and promote greater accessibility and efficiency in the process.
This new development aims to streamline and simplify administrative procedures related to obtaining a digital signature. The use of technological tools increases transparency and accessibility, benefiting citizens and public and private institutions. This measure will help Argentina align with international practices in digital identification.
[1] ”Licensed Certifiers” means those entities authorized by the licensing entity to issue digital certificates within the framework of the Digital Signature Law. The licensing entity is the Undersecretariat of Administrative Innovation, under the Secretariat of Public Innovation of the Chief of Cabinet of Ministers, and is responsible for granting, denying, or revoking the licenses of licensed certifiers and supervising their actions. Finally, the registration authorities are entities that can perform identity validation functions delegated by a licensed certifier.
