Implementing ForCIC Program on Cybersecurity and Cybercrime
The Program seeks to improve investigative techniques in the field of cybercrimes.

The Program to Strength Cybersecurity and Cybercrime Investigation (ForCIC), in charge of the Directorate of Cybercrime and Cyber Affairs, was created following the increase in cybercrime and the number of people affected by it, especially due to the transnational nature of cybercrimes. The aim of the Program is to fight cybercrime at domestic and international levels, assuming the responsibility of coordinating, assisting, and providing advice on security techniques for digital infrastructures, and on investigation techniques in the field of cybercrimes or crimes in which technology is used.
In addition, all provinces and the City of Buenos Aires were invited to participate in it. To improve federal collaboration with ForCIC, Unit 24/7 was implemented for jurisdictions to provide advice and assistance through contact points available 24/7. Jurisdictions participating in the ForCIC must prepare a monthly report with the statistics of the investigations carried out in the field of cybercrimes.
ForCIC has different objectives to meet, including:
- Increasing cybercrime prevention, detection, analysis, and response capabilities, and cybercrime investigation.
- Strengthening activities in cybercrime investigation.
- Developing metrics on cybersecurity situations that may impact in the jurisdictions and/or on Argentina’s fundamental interests.
- Coordinating, assisting, and/or providing technical advice during investigations, when required.
- Implementing mechanisms to raise awareness and communicate about cyber incidents and cybercrime at domestic and international levels.
ForCIC seeks to meet these objectives through the strengthening of the Computer Security Incident Response Committee (CSIRT) for the prevention, detection, and analysis of cyberattacks and incidents, and of the Cyber Synergy Center of the Federal Police and Security Forces (CS5), and through the development of a Cybersecurity Incident Response Plan.
At the same time, it will implement actions to strengthen the capacities of the police and security forces training areas in cybersecurity and cybercrime investigations, both at federal and provincial level
Finally, and in addition to promoting the adhesion of all provinces, ForCIC also seeks to implement collaboration and cooperation agreements between the public and private sectors, at domestic and international levels, to address the current situation in terms of cybercrimes.
