Early Childhood Comprehensive Development Program
The Executive Branch approved the model loan agreement to be entered into with the Inter-American Development Bank for Early Childhood.
By means of Decree 2041, issued on November 22, 2024, the Executive Branch approved the model loan agreement to be entered into between Argentina and the Inter-American Development Bank (IDB), for up to USD 700,000,000, to finance the Early Childhood Comprehensive Development Program.
The Decree authorizes the Minister of Economy to sign the loan agreement and its complementary documentation, provided the IDB's Board of Executive Directors approves it. Consequently, it also empowers the Minister to agree to and sign amendments, if they do not substantially change the purpose or destination of the funds or result in an increase in its amount, or introduce modifications to the agreed arbitration procedure.
The regulation appoints the Ministry of Human Capital as the agency in charge of executing the Program, through the General Directorate of Sectorial and Special Programs and Projects of the Undersecretariat of Administrative Management of the Secretariat of Legal and Administrative Coordination. The Secretariat will be responsible for the administrative coordination and operational, financial, accounting, legal, and budgetary execution of the Program.
The Secretariat will also be responsible for the administrative coordination and operational, financial, accounting, legal, and budgetary execution of these areas:
1. The Argentine Social Security Administration (ANSES): it will have technical responsibility for the component “improvement of policies and programs of economic assistance to households with pregnant women and children up to 48 months old.”
2. Argentine Secretariat for Children, Adolescents, and Family (SENNAF): it will have technical responsibility for the component “improving access of the vulnerable population to early childhood services.”
3. Consejo Nacional De Coordinación De Políticas Sociales (CNCPS): it will have technical responsibility for the component “monitoring of early childhood policies and programs.”
Finally, the decree also approves the Policies for the Selection and Hiring of Consultants Financed by the Inter-American Development Bank and the Policies for the Acquisition of Goods and Works Financed by the Inter-American Development Bank, which are added as part of the agreement as Annexes II and III.
