Federal Policy to Improve Elementary Education

By means of Decree 1071 of December 3, 2024, the Argentine Executive Branch approved the model loan agreement to be celebrated between Argentina and the International Bank for Reconstruction and Development (IBRD). The sum of the contract amounts to USD 500,000,000, which will be used to finance the operation “Support to the Federal Policy for Improving Elementary Education.”

The Decree vests the Minister of Economy with the power to sign the loan agreement and its additional documentation, and to agree to and sign amendments. Amendments will be possible as long as they do not substantially change the purpose or destination of the funds, nor derive in an increase in the amount or introduce modifications to the agreed arbitration procedure.

The regulation appoints the Secretariat of Education of the Ministry of Human Capital as the enforcement agency. The Secretariat will act as the substantive area with primary responsibility in the matter. The Directorate of Sectorial and Special Education Programs and Projects of the Undersecretariat of Administrative Management of Education of the Secretariat of Education will act as the entity responsible for administrative, financial, and fiduciary matters.

These agencies are also empowered to carry out all the necessary operations and contracting, in accordance with the rules and procedures included in the approved loan agreement model.

Finally, the Decree also approves the “General Conditions for IBRD Financing: Investment Project Financing,” the “Procurement Regulations for Borrowers in Investment Projects,” and the “General Conditions for IBRD Financing: Results-Based Program Financing,” attached as Annexes II, III, and IV, part of the Decree.
