Paraguay Ratifies MERCOSUR Mutual Recognition Agreement for Digital Signature Certificates
This agreement facilitates using digital signatures for exchanging electronic documents between individuals and organizations from MERCOSUR member countries.

Decision 11/2019 of December 4, 2019, approved the MERCOSUR Mutual Recognition Agreement for Digital Signature Certificates. The countries that initially committed to the Agreement were Argentina, Brazil, Paraguay, and Uruguay.
The main goal of this Agreement is to facilitate and strengthen the use of digital signatures, conferring them the same legal and evidentiary value as handwritten ones, in accordance with the domestic laws of each member country. Following this instrument, member countries agreed to mutually recognize digital signature certificates issued by authorized certification service providers or by licensed certifiers.
The Agreement became effective in August 2021, following the ratifications of Argentina and Uruguay. However, on July 25, 2023, Paraguay deposited its ratification instrument. Therefore, since August 24, 2023, the Agreement also applies to Paraguay.
