Entre Rios Declares Public Emergency in Education

The Legislature of the Province declared a public emergency in education until December 31, 2024, and established goals to address it.

Entre Rios Declares Public Emergency in Education

Law 11137, published in the Official Gazette of Entre Ríos on February 21, 2024, declared the public emergency in education, setting specific goals to overcome it, and exceptionally authorizing direct procurement.
 

The law provides that the provincial Executive Branch will issue the necessary regulations to:

 

1. Elaborate and apply an improved provincial ALEER program—approved through Resolution 380/2022 of the General Council of Education of Entre Ríos (CGE)—as a priority public policy for kindergarten, elementary, and high school levels.

 

2. Address the deficiencies in the buildings and facilities of educational services, and refurbish, remodel, and expand the relevant buildings.

 

3. Allocate the necessary resources to fulfill the goals of the Law.
 

The Law also authorizes the Executive and the CGE to carry out direct procurement to comply with the goals of the law, in accordance with the procedure established for exceptional situations and the free choice by direct negotiation (Law 5140 of the Province of Entre Ríos), during the emergency.

Finally, the regulation authorizes the Executive to modify in the provincial administration budget law the specific annual allocation corresponding to the CGE and the Ministry of Planning, Infrastructure, and Services, to face the expenses that arise from the actions taken to fulfill the goals.
