Resolution No. 137 enacted by the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments on 07/28/2014, published in the Official Gazette on 08/11/2014.
This Resolution repeals Sections 3 and 4 of Resolution No. 49 of the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments. Said Commission will request and include information on the quantity of oil and gas wells in effective production and equipment in use.

This Resolution amends Paragraph 5 of Point I of the Annex on “Definitions” of Resolution No. 1 of the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments, which created the “Program of Stimulus to the Surplus Injection of Natural Gas”.

This Resolution amends Section 2 and Points 1 and 2 of the Annex 1 of Resolution No. 60 of the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments, which created the “Program of Stimulus to the Natural Gas Injection for Companies with Reduced Injection”.

Resolution No. 140 enacted by the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments on 08/05/2014, published in the Official Gazette on 08/08/2014.
This Resolution amends Point 4 of the Annex of Resolution No. 83 of the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments, which approved the “General Regulations of the Program of Stimulus to the Natural Gas Injection for Companies with Reduced Injection”. Point 4 establishes that Beneficiary Companies must file before the Commission a Sworn Affidavit of its sales every month. It also establishes the conditions in which said information must be filed.

Resolution No. 165 enacted by the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments on 08/19/2014, published in the Official Gazette on 08/27/2014.
This Resolution amends Sections 1 and 2 of Resolution No. 49 of the Commission of Planning and Strategic Coordination of the Argentine Plan of Hydrocarbon Investments, establishing that the companies that carry out hydrocarbon activities must: (i) file the Information Report on the Annual Plan of Investments for 2015 before 10/31/2014 and (ii) request registration in the Argentine Registry of Hydrocarbon Investments before 10/31/2014.

Resolution No. 37 enacted by the Ministry of Treasury and Finance of the Province of Mendoza on 02/28/2014, published in the Official Gazette on 08/06/2014.
This Resolution sets the distribution indexes for February 2014 of the resources that correspond to the participation in the collection of oil and gas royalties between the municipalities of the Province of Mendoza.
Province of Mendoza
Resolution No. 56 enacted by the Tax Administration of the Province of Mendoza on 06/25/2014, published in the Official Gazette on 08/12/2014.
This Resolution establishes the Measuring and Tele-Measuring System of the Hydrocarbon Production in the Province of Mendoza, which aims to measure, acquire, transmit and process data of the oil, water and/or gas production in concession and licensed areas in real time.
Province of Salta
Decree No. 2343 enacted by the Ministry of Economy, Infrastructure and Public Services of the Province of Salta on 08/08/2014, published in the Official Gazette on 08/13/2014.
This Decree approves the “Agreement for the Execution of Electric Transport Works in the Province of Salta” executed between the Province of Salta and Empresa Distribuidora de Electricidad de Salta S.A. (EDESA S.A.). Said agreement aims to carry out infrastructure extension works for the transport of electric energy.

“The gas pipeline of Noreste is starting”, published by El Inversor Energético y Minero on 08/05/2014.
President Cristina Fernández de Kirchner announced the execution of the contracts to build the three tranches of the first stage of the gas pipeline of Noreste, which will demand a USD 586 million investment. The request for bids for the three tranches of the second stage which will go through the Provinces of Formosa, Chaco and Santa Fe, already started. The second stage will demand a USD 1,422 million investment.

Pan American Energy (PAE) will invest USD 1,500 million to increase its exploration and production of hydrocarbons in Argentina. The capital will be destined for the basins of Golfo San Jorge, the Neuquina, Northwest Basin (located in the Province of Salta) and the Austral Basin, all operated by PAE. Last year, the company produced 100,000 oil barrels and 18 million cubic meters of gas per day. Said production represented 27% and 75% growth, respectively, compared to 2001.
“Chubut empowers its Provincial State Owned Company investing USD 40 million with Petroquímica Comodoro Rivadavia”, published by El Inversor On Line on 08/12/2014.
Petrominera, the Provincial State Owned Company of the Province of Chubut –oil company with provincial capitals ranked 12 amongst the biggest crude oil producers- will execute a USD 40 million contract with Petroquímica Comodoro Rivadavia to develop Colhué Huapi, an exploitation area granted by the Provincial State Owned Company in 2011. Said project includes the drilling of 20 wells to start the hydrocarbon exploitation in the area, although some wells will be destined to exploration works. A 3D seismic campaign has already been carried out, three oil wells and two gas wells were intervened and a 900 km2 portion was determined to concentrate the activities.
“An Italian company will build a solar energy station in La Rioja”, published by El Inversor Energético y Minero on 08/13/2014.
ECOS, the Italian multinational company agreed on a USD 69 million investment with the Government of the Province of La Rioja to construct a Solar Energy Generating Station in Villa Unión, Province of La Rioja. Three 10 megawatt photovoltaic generating stations will be built, concluding the first work that will begin producing energy by July or August, 2015.
“A British oil company acquired an oil deposit in the Province of Salta”, published by El Inversor Energético y Minero on 08/19/2014.
President Energy, a British company, purchased 50% of the Puesto Guardián concession, located in the department of Orán, Province of Salta. The company, which already controls 50% of the concession, made an initial USD 5 million payment to Petrolera San José and committed to pay an additional of USD 2 million over the next two years.
“Oil companies will invest USD 49 million to explore four oil areas in the Province of Mendoza”, published by El Inversor Energético y Minero on 08/21/2014.
The companies Roch, Pluspetrol, Geopark and Medianito were granted the request for bids of certain oil fields in the Province of Mendoza. Said companies will start with the exploration works in the areas of Agua Botada, Lindero de Piedra, Puelén and Cierra del Nevado. The total investment for these four areas will be of UDS 49 million, approximately.
“YPF found important oil and gas fields in the Province of Santa Cruz”, published by El Inversor Energético y Minero on 08/25/2014.
YPF found new conventional oil and gas reserves in Los Perales–Las Mesetas block, located in the northwest of Las Heras, Province of Santa Cruz. These reserves have a potential production of 200,000 cubic meters of gas and 370 oil barrels per day.
“YPF and Sinopec perpetuated their agreement to operate in the Province of Mendoza until 2027”, published by El Inversor Energético y Minero on 08/25/2014.
YPF and Sinopec look forward to develop projects that include the realization of 3D seismic and drilling of exploratory pits. A USD 300 million input is expected, aiming to “restart the exploration activity and hydrocarbon expansion in the area”.
“YPF and Petronas executed a USD 550 million investment agreement in Vaca Muerta”, published by El Inversor Energético y Minero On Line on 08/28/2014
YPF and Petronas executed the terms and conditions of an agreement to develop unconventional hydrocarbons in the Vaca Muerta deposit, located in the Province of Neuquén. During the first part of a tri-annual period, the project foresees the development of a shale oil pilot in La Amarga Chica block, demanding a joint investment of USD 550 million. If the expected results are achieved, the companies will continue with the project, which will require a USD 1,000 million investment during the first five years.
